We would advise taking a position in the hills that surround the Choza Padre Mine after you arrive. Once in place, deploy your drone. You should be able to spot a minimum of four enemies (one being a sniper). Two more enemies will walk out of the mine’s entrance as they patrol.

Unfortunately, you need to go into the Choza Padre Mine in order to grab the MSR Sniper Rifle. This can be difficult, as there are several enemies patrolling the hallways. First, sneak into the mine and look straight ahead, taking out any guards you see.
Additionally, make sure you take out the enemy manning the machine gun. As you move forward, take your first left, then follow that corridor all the way to the end. There, you'll enter a large room where the MSR Sniper Rifle is located.
Grab the MSR Sniper Rifle from the Weapon Case, then backtrack until you’re out of the Choza Padre Mine. You could still bump into an enemy or two, but you should be fine.
Once outside, take your pick between the APC or helicopter, depending on how far you plan to travel and what you intend to do upon arrival.
While the MSR location is some work to break into, but the MSR Sniper Location is arguably the best in Ghost Recon Wildlands, you should also consider snagging the ACR Assault Rifle, or even the M4A1 Assault Rifle.
