To unlock Officer Dick in Tony Hawk’s Pro Skater 1+2 you need to beat all the Created Skater challenges included in the game. These are the challenges which are generated for a Skater that you’ve created using the in-game tools. There are 24 in total, with the early ones an absolute breeze to knock off the list. However, some of the later challenges are serious tests of skating skill, so don’t expect to be able to pull them all off without a good bit of work. If you’re really struggling, considering enabling some of the game’s assist options. You won’t be able to post scores to leaderboards, but that’s not really what you’re here for.
